The Ontario Ministry of Transportation (MTO) retained Stantec Consulting Ltd. (Stantec) to complete a Detail Design and Class Environmental Assessment (EA) study for the Highway 400/Simcoe Road 88 underpass bridge replacement and interchange improvements in the Town of Bradford West Gwillimbury, County of Simcoe (see map).
A Design and Construction Report (DCR) has been prepared to summarize the recommended plan, which includes the following improvements: {Inline: PH-4_Notice}
- Replace the Highway 400 bridge at Simcoe Road 88 to accommodate the ultimate 10-lane Highway 400 cross-section and a southbound auxiliary lane.
- Widen Simcoe Road 88 from two to four lanes.
- Reconstruct the Highway 400 / Simcoe Road 88 Interchange to accommodate the ultimate Highway 400 cross-section.
- Construct ultimate widening of Highway 400 in the vicinity of the interchange with the extra width blocked off behind temporary concrete barrier in the median until the adjacent sections of Highway 400 are widened.
- Reconstruct the existing commuter parking lot in the SW quadrant of the interchange.
- Realign a portion of McKinstry Road to the east to make room for the new ramp to NB Highway 400 with the intersection on Simcoe Road 88 opposite the Esso/Husky Travel Centre entrance.
- Replace traffic signals and illumination at new ramp terminals.
- Replace existing culverts crossing Highway 400 and add stormwater management measures.
- Pavement rehabilitation and safety upgrades.
Construction staging has been developed to minimize traffic disruptions. Short duration lane and ramp closures will be required and detours will be provided. The carpool lot will be closed during certain stages of construction with directions provided to the nearest alternate lot. This study followed the approved planning process for Group ‘B’ projects under the MTO Class EA for Provincial Transportation Facilities (2000). Upon completion of the DCR review period, the project will be considered to have met the requirements of the Class EA and will proceed to construction. Construction is anticipated to commence in Spring 2024 subject to funding and approvals.
The DCR is available for a 30-day public comment period beginning December 14, 2023 and ending on January 15, 2024.
