Addendum to the Bradford Water Pollution Control Plant Upgrades ESR

The 2011 Town of Bradford West Gwillimbury’s (Town) Master Servicing Plan Update identified the need for additional wastewater treatment capacity to meet the servicing requirement to accommodate future growth. The Town completed the Environmental Assessment process for the expansion in 2012, as documented in a report entitled the Bradford West Gwillimbury Water Pollution Control Plant Environmental Study Report Phases 3 and 4 Final (The ESR) in March 2012. The preferred design identified in the 2012 ESR outlined the need for several plant upgrades including tertiary system upgrades to reduce phosphorus in the effluent.

Considering the lapse in time from the completion of the ESR to the start of construction of the plant upgrades and the proposed changes to the preferred design from ballasted flocculation to membrane treatment technology, the Project was required to undergo an Addendum to the original 2012 ESR. As part of the Addendum, the planning and decision-making process was reviewed, as well as the current environmental setting to ensure project and mitigation measures still meet the current planning context. The process followed is documented in the completed ESR Addendum.

The Addendum is available for public, government agency and Indigenous Community review in accordance with the requirements of the Municipal Class Environmental Assessment (MCEA). Subject to comments received following this Notice, the Town intends to proceed with the construction of this project in the summer of 2025.

 In addition, a request to the Ministry of the Environment, Conservation and Parks for an order imposing additional conditions or requiring an individual environmental assessment may be made on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered.

Requests should include the requester contact information and full name. Requests should specify what kind of order is being requested (request for conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate, or remedy potential adverse impacts on Aboriginal and treaty rights, and any information in support of the statements in the request.
